The structural solution
What makes this project structural.
The slab, the plate height and the roof framing all predate the code the finished room has to meet. Legalising it means proving the existing structure, not assuming it, and the door opening still has to be infilled and braced.
The survey comes first: what is actually there, measured, before anything is drawn. Where the existing framing does not make the number, it is sistered or replaced and that is shown on the drawings rather than left for the inspector to discover.
